Claude vs. Codex Quota War (September 2026): Both Companies Cut You — Here's Why I'm Backing Claude
Let's get the verdict out of the way: in September 2026, I'm Team Claude.
Not because Anthropic is innocent. On September 14 it cut your weekly quota and dressed it up as a boost — I'll show you the math below. But on September 22 it shipped Opus 5.5: cheaper, a bigger quota, and still the top-scoring model on the board. OpenAI: Same Price, Smaller Bowl
Let me give OpenAI its due first: calling this a "secret cut" isn't quite fair. Its official pricing page does list exactly how many credits each model burns (checked 2026-09-27):

That table is the problem. Astra burns 2.5 times the credits per token that the previous flagship, GPT-5.6 Sol, did. Your monthly fee didn't change — Plus is still $20, Pro is still "from $100, 5x or 20x" — but switch to Astra and the same bowl of rice is now 40% the size. Turn on Fast mode and it's another 2.5x on top of that, straight from the official page.
It's like a restaurant that keeps the menu price exactly the same, swaps in a smaller bowl, and tapes a conversion chart to the door that nobody can actually decode. Legally, they disclosed it. For the average user, that's about the same as not disclosing it at all.
The numbers Reddit users measured line up with that:
- On Sep 10, a user running two top-tier Pro accounts reported their weekly API-equivalent quota dropped from over $2,500 on GPT-5.6 Sol to about $1,200 on Astra (r/codex). They also found Astra's cache only holds for 30 minutes versus 24 hours on GPT-5.6 Sol — a shorter cache means you pay again for anything you re-read.
- On Sep 8, another user found that when Astra acts as the "manager" delegating work to Luna, it wakes itself up every 30 seconds to ask "are you done yet." So I won't write "OpenAI is swapping your model." What I will write is: you paid, your account might get restricted, and OpenAI won't tell you why or when it'll be lifted. That alone is bad enough. The worst thing in coding isn't a weak model — it's a model that's different today than it was yesterday, and you have no way of knowing.
Anthropic: Selling a Quota Cut as a Boost
Now for Claude. Anthropic's Aug 29 announcement said, verbatim: "Starting September 14, Claude Code's standard weekly quota gets a permanent 25% increase; until then, the current 50% boost stays in place." (via BleepingComputer)
Read it twice and it clicks: you had 150%, and on Sep 14 that becomes 125%. That's a 17% cut, not a 25% increase. An r/ClaudeAI user measured it themselves and got about 19% (r/ClaudeAI, Sep 16). Dressing up a quota cut as a "permanent increase" — I'm not buying that spin.
There's something even more worth calling out: the name "Max 20x." The official line is "5x or 20x the usage of Pro" (claude.com/pricing), which makes most people assume 20x is 4 times 5x. Community testing says otherwise:
- The same account upgraded from 5x to 20x saw its 5-hour quota go up 4.4x, but its weekly quota only went up 2.2x (r/ClaudeAI).
- Another team has been tracking this since Aug 23: the 20x-to-5x weekly quota ratio slid from about 2.5x down to roughly 1.5x by Sep 22 (r/ClaudeCode).
This is community-measured too — Anthropic hasn't published the actual weekly quota numbers, so there's nothing official to check it against. But "20x" only holds up inside the 5-hour window; the weekly numbers fall way short, and several separate groups measured this independently and got the same answer. I think the name is misleading.

That number comes from a third-party analysis on X, and it's not confirmed by Anthropic — I'm treating it as "worth watching," not fact.
September 22: The Day Anthropic Clawed It Back
In Opus 5.5's official announcement (2026-09-22), here's what actually matters for paying users:
- API pricing is $4/$20 per million input/output tokens, versus $5/$25 for Opus 5 — 20% cheaper; cache reads are 60% cheaper.
- Output speed is more than 30% faster than Opus 5.
- 5-hour quota increased for Pro, Max, and Team.

Worth noting: what got raised here is the 5-hour quota. There's no mention of the weekly quota being restored. That 17% cut from Sep 14 never came back. Two things stand out:
- Opus 5.5 scores 5 points higher than GPT-6 Astra, at just 40% of Astra's API price.
- On Terminal-Bench 4.0, the coding-specific benchmark, Opus 5.5 scores 59.6% — tied with GPT-6 Astra (Artificial Analysis). So Astra isn't weak at coding; it's the same capability, just charging you a lot more for it.
What I'd Actually Pick
Regular users, around $20/month: Claude Pro. Plus and Pro are both $20, but this month Claude's model tops the leaderboard and its 5-hour quota just got bigger. If you're already on ChatGPT Plus and don't want to switch, at least stop defaulting to Astra in Codex: use GPT-6 Sol for everyday work — it burns a fifth of the credits per token — and only reach for Astra when you're genuinely stuck.
Heavy coders considering Max: start with 5x, don't jump straight to 20x. If community measurements hold up, 20x only gets you 1.5 to 2.2 times the weekly quota of 5x — most of what you're paying extra for is the 5-hour window. Unless you're hitting the 5-hour ceiling every single day, 5x is the better deal. Fair's fair, though: an r/ClaudeAI user compared plans and found Codex's top-tier plan really does deliver 20x the weekly quota (r/ClaudeAI, Sep 15). If all you care about is the weekly total and you don't mind Astra burning fast, Codex's top plan isn't unreasonable.
Budget-conscious, comfortable hooking up your own API: GLM-5.3. It scores 45 on Artificial Analysis, just 2 points below the previous-gen GPT-5.6 Sol, at a fraction of the price. That said, September's US government advisory named its developer, Z.AI, by name — check your company's policy before putting this on a work account.
One last line for both companies: Anthropic got called out and actually fixed something; OpenAI, to this day, won't even tell you why your account slowed down. So this month, I'm Team Claude. Whoever nerfs their quota first next month gets the same treatment from me.
